Description

A household is defined as being in fuel poverty if, in order to maintain a satisfactory heating regime, it would be required to spend more than 10% of its income on all household fuel use. A satisfactory heating regime is defined as:

  • For “vulnerable” households (those with an occupant aged 60 or over or long term sick or disabled), 23°C in the living room (zone 1) and 18°C in other rooms (zone 2), for 16 hours in every 24.

  • For other households, this is 21°C in the living room (zone 1) and 18°C in other rooms (zone 2) for 9 hours a day during the week and 16 during the weekend.

The methodology for modelling household energy consumption which underpins the estimation of fuel poverty is based on the most recent version of the BRE (Building Research Establishment) Domestic Energy Model, BREDEM 2012 v 1.1.

The energy costs of maintaining a satisfactory heating regime are modelled using data from the physical inspection of dwellings and the household interview conducted as part of the SHCS, as well as information on mid-year consumer fuel prices independently collected from suppliers.

Although the cost of heating the home is typically the largest component of annual household energy use, the energy requirement in the definition of fuel poverty is not exclusively for space heating but also includes spending on heating water, lighting and appliances, and cooking.
